and Service Seekers
The
Office of Employment and Training (OET) has the
largest and most diverse computer-based applicant pool
in the area. Annually, there are
over 300,000 Job
and Service Seekers statewide who register with OET. They are individuals
who possess a variety of work experiences, skills, and educational
backgrounds. From high school graduates to PhD's; unskilled laborers
to highly skilled, professional, managerial and technical.
These are individuals who are employed but are seeking a career
change, those that are under-employed, those who wish to relocate
and the unemployed who have lost their jobs due to downsizing and
the effects of supply and demand.
Locally,
the OET offices serve Fort
Campbell and Caldwell, Christian, Lyon, Todd and Trigg counties
providing services to over 10,000

Carolyn
Balthrop acts as liaison between the employer and the Hopkinsville
Office of Employment and Training (OET) staff. Ms. Balthrop will
visit your company to inform and explain to you the many programs
and services offered through our agency. She will provide you with
information pertaining to tax credits, labor market information,
testing, employee recruiting, setting up a special interviewing
process or guiding an employer through the maze of Internet resources

Recruitment
and Mass Application
Assistance
can be provided to employers in the initial start-up of a new company,
company expansions, seasonal hiring, or just to fill vacant positions
as they occur. We can provide assistance in recruitment, testing,
taking and screening applications and resumes. Local OET staff will
go on site to an employer’s place of business or provide space in
any of our offices for application taking, interviewing and testing.

Market Information
Labor
Market Information is available to assist employers in developing
business and affirmative action plans. Prospective employers can
receive information regarding labor supply and wages. For local
information regarding counties served by the Hopkinsville Office

Federal
Contract Listings
(FCJL)
All
employers who have contracts (or subcontracts) with the Federal
Government of $25,000 or more are required by federal law to list
their job openings with the state employment agency in the state
where the job openings exist. These employers are required to use
affirmative action in hiring certain veterans to fill those job
openings and must file an annual report with Veterans
Employment and Training Services (VETS) showing the number of
Vietnam-era and special disabled veterans on their work force.
If
you are an employer with a federal contract, the Kentucky Office
of Employment and Training (OET) will assist you with meeting your
recruitment requirements of the Federal Contractor Job Listing.
Because OET is responsible for administering the Veteran’s Employment
and Training Program, veterans automatically receive priority in
referral on all job openings. As an employer you will greatly benefit
from hiring hard working, disciplined, job-ready veterans who bring
valuable skills and experience in the latest technology to industries
and businesses like yours each day.

The
Kentucky Employer Council and the
Local Job Service Employer Committees (JSEC) are employer committees
whose input enables the Ofice of Training and Employment (OET) to provide
the highest quality service possible to employers and job seekers
alike.

Enterprise
Zone
The
Enterprise Zone program provides
a substantial tax credit to businesses that locate or expand their
operations in areas designated as state Enterprise Zones. To receive
the tax credits, the employer must hire a percentage of new employees
from certain groups of job seekers. OET helps such employers
meet their obligations to hire from these targeted groups by referring
eligible job seekers to the employer for job openings listed with
OET. Additionally OET is responsible for conducting employer
orientations as well as certifying employees eligibility.
